If a placard, yellow warning sign for residential and green for commercial properties, has been placed on a property, in order for anyone to go onto the property without being arrested, a placard removal letter must be provided by Code Enforcement staff. The placard removal letter must be obtained before a permit is issued by the Office of Buildings for repairs.

The property owner must provide the following.

  1. Property Deed or Settlement Statement
  2. A copy of the owner’s driver’s license
  3. Front page of the permit application
  4. Build Back / Renovation Plans
  5. Corporation documents (If the property is listed in the name of a corporation)
  6. Photos of all four (4) sides of the property including the back yard (wide shots preferred)

If a contractor or agent is acting on behalf of the owner, he/she must provide the following, in addition to the items stated above.

  1. An authorization letter (needed if someone other than the owner is obtaining the placard removal letter).
  2. A copy of the driver’s license of the authorized designee (person other than the owner who is obtaining the placard letter/conditional placard letter).
