The process is as follows: 

  • Owner is generally provided 30 days to comply after the Board has issued order (if the property is not complied, the next steps occur) Section 106 Clearance from the State Historic Preservation Office (SHPO) to demolish (generally takes up to 30 days),
  • Asbestos Survey inspection (generally takes up to three weeks). If asbestos is present, abatement of asbestos will occur (generally takes up to four weeks to receive post abatement clearance document).
  • Demolition project awarded to contractor.
  • Joint inspection of site between In Rem staff and contractor scheduled to finalize cost (inspection scheduled within 3 to 5 days of the award).
  • Contractor receives (from our office) the asbestos survey and abatement information to complete and submit the required project notification form to Environmental Protection Division (EPD).
  • The form should be emailed to Aljosie.Larkins@dnr.state.ga.us and copy Compliance Resolution Supervisor.  In addition, the address of the demolition should be typed in the subject line of the email. 
  • The City awaits confirmation from EPD that the form has been submitted and is adequately completed (generally takes up to 30 days). Once confirmation is received from EPD, the Contractor is given authorization (Notice to Proceed and the demolition letter is issued) to submit the demolition application to Office of Buildings (permitting process starts, generally takes up to 20 days).
