The In Rem process is managed through the Atlanta Police Department (APD), Code Enforcement Compliance Resolution division. “In Rem” means action taken against property, not people. An In Rem order is issued by the In Rem Review Board and allows the City access to a property to abate an issue (through clean and close or demolition action).
